تأثير مذكرة التفاهم الليبية التركية على العلاقات الليبية المصرية 2019 – 2022

الملخص :

تقدم الدراسة تحليلاً شاملاً لتداعيات مذكرة التفاهم الموقعة بين حكومة الوفاق الوطني الليبية وتركيا في نوفمبر 2019 بشأن ترسيم الحدود البحرية والتعاون الأمني، مسلطة الضوء على انعكاساتها المباشرة على العلاقات الليبية المصرية وموازين القوى في حوض البحر الأبيض المتوسط.

تستهل الدراسة باستعراض الإطار العام والخلفية التاريخية، مبينة أن الجذور التاريخية للعلاقات الليبية التركية تعود إلى العهد العثماني، في حين شهدت العلاقات الليبية المصرية مراحل متذبذبة من التقارب والتوتر عبر مختلف الفترات السياسية وصولاً إلى أحداث عام 2011 وانقسامات السلطة في ليبيا. وتوضح الدراسة الدوافع الليبية لتوقيع المذكرة والمتمثلة في سعي حكومة الوفاق للحصول على دعم عسكري وأمني لرد الهجوم على طرابلس، وحماية الحقوق البحرية، وتعزيز مكانتها السياسية في مواجهة الأطراف المنافسة. وفي المقابل، تمثلت الدوافع التركية في حماية المصالح الاستراتيجية لأنقرة في شرق المتوسط، وتوسيع جرفها القاري، والخروج من حالة العزل المفروضة عليها في منتدى غاز شرق المتوسط، وإيجاد غطاء قانوني وسياسي لتواجدها الإقليمي.

تنتقل الدراسة بعد ذلك لبيان الموقف المصري، حيث نظرت القاهرة إلى الاتفاقية بريبة بالغة واعتبرتها تهديداً لأمنها القومي نظراً لمنحها تركيا موطئ قدم استراتيجي ونفوذاً متزايداً على حدودها الغربية، فضلاً عن تقاطعها مع التحالفات المصرية القائمة مع اليونان وقبرص في شرق المتوسط، وتخوفها من تصاعد التهديدات الأمنية المرتبطة بالجريمة المنظمة والهجرة وتأثير ذلك على الدور الإقليمي لمصر.

وفي الخاتمة، تناقش الدراسة الآثار القانونية والتداعيات الإسترشادية، مشيرة إلى أن الاتفاقية استندت من حيث المبدأ إلى اتفاقية الأمم المتحدة لقانون البحار لعام 1982، إلا أنها أثارت إشكاليات قانونية وسياسية حادة مع دول الجوار الإقليمي بسبب تجاهل تأثير بعض الجزر المتداخلة. وقد أدى ذلك إلى إشعال تنافس حاد في شرق المتوسط، وتعديل خطوط النفوذ البحري، وتأكيد الحضور التركي كلاعب رئيسي في معادلات الطاقة والأمن الإقليمي.

 

Abstract

 

This study provides a comprehensive analysis of the implications of the Memorandum of Understanding signed between the Libyan Government of National Accord and Turkey in November 2019 concerning maritime boundary delimitation and security cooperation, highlighting its direct repercussions on Libyan-Egyptian relations and the balance of power in the Mediterranean basin.

The study begins by reviewing the general framework and historical background, noting that the historical roots of Libyan-Turkish relations date back to the Ottoman era, while Libyan-Egyptian relations have experienced varying stages of rapprochement and tension across different political periods, particularly following the events of 2011 and the subsequent divisions of power in Libya. The study identifies the Libyan motivations behind signing the memorandum, including the Government of National Accord’s pursuit of military and security support to counter the attack on Tripoli, protect its maritime rights, and strengthen its political position against competing parties. On the other hand, Turkey’s motivations included protecting its strategic interests in the Eastern Mediterranean, expanding its continental shelf, overcoming its isolation from the Eastern Mediterranean Gas Forum, and establishing a legal and political framework for its regional presence.

The study then examines the Egyptian position, noting that Cairo viewed the agreement with considerable concern and regarded it as a threat to its national security, given its potential to provide Turkey with a strategic foothold and increasing influence along Egypt’s western border. The agreement also intersected with Egypt’s existing alliances with Greece and Cyprus in the Eastern Mediterranean, while raising concerns over escalating security threats related to organized crime and migration and their implications for Egypt’s regional role.

Finally, the study discusses the legal implications and broader repercussions of the agreement. It notes that, in principle, the agreement was based on the United Nations Convention on the Law of the Sea (UNCLOS) of 1982, yet it generated significant legal and political disputes with neighboring regional states due to its treatment of the effects of certain overlapping islands. Consequently, it contributed to heightened competition in the Eastern Mediterranean, altered maritime spheres of influence, and reinforced Turkey’s presence as a major actor in regional energy and security dynamics.
