الملخص :
تناول البحث تحليل واقع حوكمة العلم المفتوح في السياسات الوطنية للمملكة العربية السعودية، وتقييم مدى استجابتها لمتطلبات العلم المفتوح وارتباطها بأهداف رؤية المملكة 2030 وأجندة التنمية المستدامة. اعتمدت الدراسة المنهج الوصفي التحليلي ومنهج تحليل المضمون، من خلال دراسة السياسات والوثائق الرسمية الصادرة عن الجهات الوطنية ذات الصلة بالبيانات والذكاء الاصطناعي، والتحول الرقمي، والتعليم، والبحث والتطوير والابتكار.
أظهرت النتائج وجود توجه وطني استراتيجي واضح نحو تبنّي مبادئ العلم المفتوح باعتباره أحد المحركات الأساسية للاقتصاد المعرفي، ودعامة رئيسة لتعزيز الشفافية والمساءلة في منظومة البحث العلمي. كما كشفت الدراسة عن جهود ملموسة لعدد من الهيئات الوطنية – أبرزها الهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا)، وهيئة الحكومة الرقمية، وهيئة تنمية البحث والتطوير والابتكار، ووزارة التعليم – في تطوير بنية تحتية رقمية متقدمة تُتيح الوصول المفتوح إلى البيانات والمخرجات البحثية، وتُعزز المشاركة المجتمعية في إنتاج المعرفة. ومع ذلك، بيّنت النتائج استمرار غياب إطار وطني تشريعي وتنظيمي متكامل لحوكمة العلم المفتوح، وضعف التنسيق بين السياسات الوطنية ذات الصلة، مما قد يحدّ من فعالية الجهود المبذولة في تحقيق التكامل بين البحث العلمي والتنمية المستدامة
استناداً على النتائج التي توصل لها البحث فقد أورد عدة توصيات أبرزها ضرورة تبني سياسة وطنية موحدة لحوكمة العلم المفتوح تتكامل مع الاستراتيجيات الوطنية للبحث والتطوير والتحول الرقمي، وتُحدِّد الأدوار والمسؤوليات بوضوح، بما يضمن ترسيخ مبادئ العدالة المعرفية، وتمكين الوصول المنصف إلى المعرفة، وتعزيز مكانة المملكة في منظومة الابتكار والاقتصاد المعرفي عالميًا.
Abstract :
The study examines the current state of open science governance within Saudi Arabia’s national policies and evaluates the extent to which these policies respond to open science requirements and align with the objectives of Saudi Vision 2030 and the Sustainable Development Agenda. The research adopts a descriptive-analytical approach and content analysis methodology by reviewing official policies and documents issued by national entities concerned with data, artificial intelligence, digital transformation, education, research, development, and innovation.
The findings reveal a clear national strategic orientation toward adopting open science principles as a key driver of the knowledge economy and a fundamental pillar for enhancing transparency and accountability within the scientific research ecosystem. The study also highlights tangible efforts by several national bodies—most notably the Saudi Data and AI Authority (SDAIA), the Digital Government Authority, the Research, Development and Innovation Authority, and the Ministry of Education—in developing an advanced digital infrastructure that enables open access to data and research outputs and strengthens societal participation in knowledge production. However, the results indicate the continued absence of a comprehensive national legislative and regulatory framework for open science governance, as well as weak coordination among related national policies, which may limit the effectiveness of efforts aimed at achieving integration between scientific research and sustainable development.
Based on the findings, the study presents several recommendations, most importantly the need to adopt a unified national policy for open science governance that aligns with national strategies for research, development, and digital transformation, and clearly defines roles and responsibilities. Such a policy would reinforce knowledge equity, ensure fair access to information, and enhance Saudi Arabia’s position within the global innovation and knowledge economy.
