الملخص :

تبحث هذه الدراسة في العلاقة بين غياب السياسات التنموية والحكم الرشيد من جهة، وتنامي الأفكار المتطرفة والتنظيمات الإرهابية من جهة أخرى، مع التركيز على الحالة الليبية. وتنطلق الورقة من تحليل جذور الظاهرة، مثل ممارسات الاضطهاد والظلم التي تمارسها الأنظمة الشمولية، والفقر والتخلف والفساد الإداري، والتي تستغلها التنظيمات الإرهابية لتعزيز وجودها وتبرير العنف. كما تعرض الدراسة مجموعة من الآليات لمواجهة الإرهاب، أبرزها تعزيز التنمية المستدامة بما ينعكس إيجابًا على حياة الأفراد، وتفعيل سيادة القانون، إضافةً إلى الرقابة على وسائل الإعلام والمؤسسات التعليمية ودور العبادة. وتخلص الدراسة إلى أن سيادة القانون وتحقيق التنمية المستدامة والعدالة الاجتماعية وتكافؤ الفرص تعد ركائز أساسية للحد من انتشار الإرهاب وتقويض نشاطه.

Abstract:

This study examines the relationship between the absence of developmental policies and good governance on the one hand, and the rise of extremist ideologies and terrorist organizations on the other, with a particular focus on the Libyan context. It explores the roots of terrorism, including authoritarian oppression, poverty, underdevelopment, and administrative corruption, which are often exploited by terrorist groups to justify violence and expand their influence. The paper also highlights mechanisms to counter terrorism, such as promoting sustainable development to improve living conditions, strengthening the rule of law, and enhancing oversight over media, educational institutions, and places of worship. The study concludes that the rule of law, sustainable development, social justice, and equal opportunities are essential pillars in curbing terrorism and weakening its activities.
