Abstract:

This study aimed to explore teachers’ perceptions regarding the contribution of “strategic vigilance” to supporting the adaptive capacity of Arab schools within the “Green Line” (Israel) during crises. It sought to uncover practices related to monitoring changes, risks, and early warning signs; verifying and interpreting information; translating such insights into adaptive decisions and responses; and identifying the factors associated with this process. Employing an exploratory-explanatory qualitative approach, the study utilized a semi-structured interview guide—with responses recorded electronically—administered to a purposive sample of 20 teachers. Data collection continued until theoretical saturation was reached, after which the data were analyzed using thematic analysis. The findings indicate that strategic vigilance functions as an ongoing organizational practice rooted in early monitoring, the utilization of diverse information sources, verification and interpretation, and the prioritization of actions to inform flexible decisions and responses. Adaptive capacity was manifested through the adjustment of plans, practices, roles, and resources to suit crisis conditions, while maintaining core educational functions. Key supporting factors included flexible leadership, collaboration, trust, effective communication and information sharing, professional experience, technical resources and readiness, and strong relationships with parents. Conversely, primary obstacles included poor communication, delayed information, slow decision-making, ambiguous responsibilities, a lack of resources, technical limitations, a fear of making mistakes, and a tendency toward working in isolation. The study concludes with an integrated explanatory model that illustrates—within the studied context—the progression of a school from monitoring and early vigilance to verification, interpretation, prioritization, and decision-making. This is followed by crisis response, the reorganization of resources, roles, and practices, and finally, learning from the experience to enhance future preparedness. This process, in turn, facilitates renewed monitoring and readiness for subsequent crises, without assuming any causal or statistical relationships between the components of the model.
